A new Town and Country Planning system was introduced on 28th September 2004. The new system sweeps away County Structure Plans and replaces them with the Regional Spatial Strategy (under preparation by the Regional Planning Body), and replaces district local plans with Local Development Frameworks (LDF).
The LDF comprises of a range of procedural documents and planning policy documents. The Council has prepared a guide with a simplified explanation of what the LDF includes and information on how you can be involved in the process. A short visual tour providing a general introduction to the LDF can be viewed on the Planning Portal (external link).

Additionally, Planning Aid (external link), an independent planning advisory service has produced a "handy guide" and a series of "Information Sheets" that cover and explain all aspects of the new planning system in an easy and straight forward manner.

Other documents within the LDF
Annual Monitoring Report. Details are available on the Monitoring page.
Taunton Town Centre Area Action Plan. This will provide the policy context for the spatial strategy and policy context for the redevelopment of key regeneration sites within Taunton Town Centre, building upon the Taunton Vision / Urban Development Framework (UDF) proposals. More details can be found on the Taunton Town Centre Area Action Plan. Taunton Vision has been renamed Project Taunton (external link).
Core Strategy. This will establish the strategy for the distribution of development throughout the Deane. Initial preparatory work commenced during 2005, building upon the Taunton Deane Community Strategy and Taunton Vision. Initial public consultations closed on May 26th 2006. More information is available on the Talking Tomorrows Taunton Deane page.
Development Management Policies. This document covers the 'generic' planning control policies frequently used in considering planning applications on non allocated sites such as barn conversions, shop front security or archeological requirements. Taunton Deane produced an initial "issues and options" document ( in association with other Somerset districts) for consultation in April-June 2007. Future work on the Development Management Policies will be rolled into the Core Strategy DPD to be published in February 2009.
Allocations. This document will identify specific sites for housing and employment in particular (where not covered in other documents such as the Core Strategy) and is due to commence during 2008.
Sustainable Appraisal. A Sustainability Appraisal (SA) is prepared for each LDF document. The purpose of SA is to promote sustainable development through the integration of social, environmental and economic considerations. SA is subject to consultation at every stage of preparing each LDF document.
Supplementary Planning Documents. SPD are non-statutory and can be prepared to support the delivery of major development sites or complex areas of policy. SPD will be prepared in support of the Taunton Town Centre Area Action Plan and for certain policy areas within the Core Strategy, such as Affordable Housing and Planning Obligations.
Taunton Deane Local Plan. The TDLP will be saved within the LDF as the Adopted Local Plan, providing the appropriate planning context until the various elements are gradually replaced by LDF documents.
